Crisis and Resilience Fund (CRF)

The Government has announced a new three-year funding stream to support people in financial crisis. This replaces the Household Support Fund (HSF), which ended on 31 March 2026.
The new Crisis and Resilience Fund (CRF) is intended to help support low-income households facing financial shocks. It is also intended to fund activities to build individual and community financial resilience.
To access support, you must be:
  • A Southampton City Council resident
  • Are in a low-income household
  • Facing a financial hardship
  • Need advice, help, and support
Support is discretionary and subject to available funding. The fund will run from 1 April 2026 to 31 March 2029.
The Crisis and Resilience Fund is not an emergency fund.  This means it is not designed to provide same-day or next-day assistance.

How to apply for the Crisis Resilience Fund
If you’re being supported by a practitioner, like a social worker, or by an advice service, they can make a referral on your behalf if you are facing financial hardship and need help and support.
